Telegram's Transparency Reports under the TCO Regulation

Telegram has appointed European Digital Services Representative (EDSR), registered at Avenue Huart Hamoir 71, 1030 Brussels, Belgium, as its representative for matters related to the TCO Regulation. Requests can be accepted in English and French.

Overview

In line with Regulation (EU) 2021/784 of the European Parliament and of the Council of 29 April 2021 on addressing the dissemination of terrorist content online (“TCO Regulation”), Telegram Messenger Inc. (“Telegram”) publishes transparency reports. This report is prepared in line with Articles 7(2) and 7(3) of the TCO Regulation.

Telegram has robust policies and procedures in place to routinely detect and remove terrorist content and to ban users, groups, channels, and bots that promote or encourage terrorist ideology. All Telegram mobile and desktop apps provide interfaces for reporting violent content. Telegram accepts user reports concerning content from both public and private groups and channels. Reports are processed 24/7. Telegram’s in-house machine-learning software, which relies on keywords, phrases, imagery, logos, and hashes as proxies for identifying terrorist content assists human moderators in processing reports and helps proactively identify publicly available terrorist content on the platform.

In order to prevent the re-appearance of already blocked items, algorithms automatically flag identical and similar content in public communities and channels. As a part of the company’s longstanding commitment to combating terrorism, Telegram collaborates with policymakers worldwide by providing daily transparency reports, introducing automated content monitoring systems, and adopting other industry-wide best practices.
